Глобальная смута и стратегия миродержавия России в XXI веке

Многообразие проблем развития и безопасности, их противоречивость и взаимосвязанность проявляются в истории различных государств и народов, жизни каждого человека. В определенные периоды, в смутные времена обострение указанных проблем приводит к кризису глубинных смысловых оснований социальной эволюции. В первой половине XXI в. смута, впервые в мировой истории, может охватить все человечество. Для преодоления Глобальной смуты необходимо предложить мировому сообществу новую объединяющую идею и модель социальной организации, которые могут быть разработаны на основе русской философии всеединства. России может стать идейным центром «кристаллизации» новой архитектуры миропорядка, основанной на принципе глобальной взаимозависимости. В этом заключается сверхзадача Стратегии Миродержавия, которую Россия призвана реализовать в XXI в.

Global Distemper and Russian Strategy of ‘World-cracy’ in the 21st Century

In the first half of the twenty-fist-century, the distemper (chaotization of social interrelations and human life / peoples’ life as such), for the first time in the world history, may cover all of humanity. The cause of Global distemper is crisis of deep conceptual bases of social evolution, so its understanding is necessary for geopolitical (global) strategy formulation.

The subjects of my article are civilizations evolution trends and possible Russia’s role in global geopolitical processes, which I analyze using geo-civilizational approach.

In my article, based on Russian and Western criticism of the basic philosophical foundations of modern geopolitics (Fukuyama’s ‘End of History’ and Huntington’s ‘Clash of Civilizations’), I show the crisis of Western philosophical conceptualization of the geopolitical process. I substantiate the necessity of offering the world community a new unifying idea and social organization model that could be developed on the basis of Russian philosophy of all-unity, in order to overcome the Global distemper.

Russia could become the ideological center of the ‘crystallization’ of the new world order architecture based on the principle of global interdependence. It is possible to designate this kind of world order as ‘World-cracy’ (I form this word by analogy with the word ‘autocracy’). This is the most important task of Strategy of ‘World-cracy’ that Russia aims to implement in the twenty-first century.

Among the priority directions of Strategy of ‘World-cracy’ should indicate:

(i) strengthening the status of the Russian Federation as a sovereign state in a polycentric system of international relations;

(ii) the transition to innovative type of socio-economic development;

(iii) the formation of regional, in the future macro-regional, coalition allies of Russia;

(iv) implementation of alternative project of globalization, aimed at creating conditions for solving global and regional problems on the basis of mutually beneficial cooperation of States in the world.
